Today, the President of the Republic of Srpska Željka Cvijanović held a meeting with representatives of institutions and parliamentary political parties in the Republic of Srpska regarding the current situation on the latest decision of the BiH Constitutional Court over the Law on Forests of the Republic of Srpska.

The President of the Republic of Srpska stated that the Constitutional Court, with its decisions, follows the established pattern of collapsing the Republic of Srpska, trying to create new constitutional solutions, instead of protecting them.

The President Cvijanović stated that the National Assembly session over the decision of the Constitutional Court on forests will be held by the end of October, and that appropriate conclusions will be made, which she believes will thus serve to free Srpska from the imposed decisions.

“We are not rebels but legalists, we are protecting the Constitution, because we have given our consent to that Constitution and constitutional solutions. Everything that happened after that meant a violent alteration of the Constitution or fraud that is happening within BiH, and our role here is to defend the Constitution”, said the President of the Republic.

The President of the Republic of Srpska pointed out that the decision of the Constitutional Court of BiH, which refers to the forests and forest land, is extremely harmful and that it is happening according to the already established pattern.

“We must say that we are again shocked by the sequence of events or decisions that are aimed at collapsing the Republic of Srpska and its Dayton, constitutional competencies”, said the President of Srpska.

According to the President of the Republic, legal chaos has been going on in BiH for many years and there is legal uncertainty caused by the decisions of the High Representatives, and then by the decisions of the BiH Constitutional Court, which replaced the High Representative, acting anti-Dayton and passing decisions to the detriment of the Constitution and Srpska, and as a rule it means usurpation of competencies and it also means that those competencies are transferred from the republic to the BiH level.

The President of the Republic of Srpska stated that opposition political parties were also invited to today’s meeting, and that she believes that they should have come, but that she appreciates having their own position and political assessment, even though they responded to such a meeting in February.

The President Cvijanović added that there was an agreement with the opposition to discuss the issues that were at this meeting and that a session of the National Assembly of Srpska would be held.

The President of the Republic reminded that the President of the SDS party Mirko Šarović said that a special session of the National Assembly should be held, which would deal with the issue of the latest decision of the Constitutional Court of BiH.

As for the Council of Peoples of the Republic of Srpska and the initiatives that come from there, the President of the Republic said that now it cannot be unclear to anyone why that council was established – not provided by the Dayton, but by subsequent interventions and imposition of the High Representative to block Srpska and serve the Bosniak political agenda – transfer as much as possible from the level of Srpska to the level of BiH.

The President of the Republic of Srpska reminded that the National Assembly had addressed these issues on several occasions and stated its position on the actions of the High Representatives, adding that it was definitely clear that the BiH Constitutional Court was creating certain constitutional solutions, instead of serving as one who would absolutely protect the Constitution and constitutional solutions.

The President of Srpska clarified that in BiH there is no consent or will of the constituent peoples to change the Constitution through the envisaged procedure, due to different political platforms, as well as ethnic ones, adding that Srpska stands on decentralisation positions, similarly the Croat people, while Bosniak political parties advocate centralisation.

“Having in mind that there is no such consent, then various machinations and manipulations try to reach a different constitutional concept, and that is exactly what the strong imposed decisions of the High Representatives served to, but also the decisions of the BiH Constitutional Court”, said the President Cvijanović.

According to the President of the Republic, the Republic of Srpska is not to blame for the non-functioning of BiH, but the excessive appetites coming from political Sarajevo, which were supported by a large part of the international community.

“That is why we are where we are and that is why we are debating and talking about the decisions of the BiH Constitutional Court, instead of being recognised in any normal state as the institution that will defend and protect constitutionality, in which foreign judges will not sit and make decisions important for life and legal security of the citizens of this country. They have nothing to do with this country”, said the President Cvijanović.

The President of the Republic of Srpska pointed out that domestic institutions should decide here, and not high representatives, foreign judges or anyone from the outside.

“We in the Republic of Srpska are absolutely capable of managing processes and standing on the defense of the Constitution and constitutional solutions”, it was emphasized by the President of Srpska.
