The President of the Republic of Srpska on the occasion of one-sided declaration of Kosovo`s independence

INITIAL WORDS OF THE PRESIDENT OF THE REPUBLIC OF SRPSKA ON THE PRESS CONFERENCE ON THE OCCASION OF ONE-SIDED DECLARATION OF KOSOVO’S INDEPENDENCE ON FEBRUARY 17, 2008

Injustice and attack have been executed on the state of Serbia by formal declaration of secession of Kosovo and Metohija.

They declared one-sided independence of a fake country, they who do not have rights to do that according to the laws of the Earth, God, justice, or moral laws.

That act is a void act according to at least three bases: firstly, according to domestic law- the Constitution of Serbia; secondly, according to the international Charter of the United Nations and the acts of the Council of safety, and thirdly, according to the moral codex that forbids dispossession and taking properties of others.

Nowhere in the world, there is such a compact territory that is labeled by history, spirituality and secularity and that belongs to one people. Country like that, you can only find in Kosovo that belongs to Serbian people.

The world, unequal and imperial, has encouraged and supported the secession by destroying its own decisions, the Charter of the United Nations and the Resolution 1244, and by all that the world encouraged new interpretation of the Charter of the United Nations.

For Serbia and for us, as well as for all just people, this act is void and it will never be recognized, neither as a fake country, nor as the member of any mundane organization or association.

The statement of the world’s powerful people is false, according to which Kosovo is an isolated case and that it does not have a reflection on other similar regions.

It will have a reflection on the region, but on the Europe and wider world as well. Tens of regions, areas and other unities are waiting for the occasion to gain their own independence.

There will not be many immediate reflections and changes, there will not be invitations for irregular activities, but the process will certainly be opened. This process will start from emotional and rational statements, surveillance and events, perhaps from some protest grouping and will even come to adopting some different declarations that convict such an act, that ask for guarantee of the status, that constitutionally confirm the rights on self-determination, and that can even lead to independence announcements.

Expressing unity of the Republic of Srpska, and according to my constitutional authorities, I believe that there is no need to call the citizens to the protests and disobedience, and if citizens do that on their own, we shall call them to do so peacefully.

I am of opinion that the National Assembly of the Republic of Srpska should adopt the Declaration on stability and continuity of the Republic of Srpska, according to authorities based on the Dayton Peace Agreement.

The content of this declaration will be defined in the next few days.

Our attitudes are contained in the mutual statement of the President of the Republic of Srpska Dr. Rajko Kuzmanović, the President of the National Assembly of the Republic of Srpska Mr. Igor Radojičić and the Prime Minister in the Government of the Republic of Srpska Milorad Dodik, on the occasion of one-sided declaration of Kosovo and Metohija`s independence.

Thank you!

Mutual statement
by the President of the Republic of Srpska
Dr. Rajko Kuzmanović,
the President of the National Assembly of the Republic of Srpska
Mr. Igor Radojičić
and the Prime Minister in the Government of the Republic of Srpska
Milorad Dodik
on the occasion of the one-sided declaration of independence of Kosovo and Metohija on February 17, 2008

1. One-sided declaration of the independence of Kosovo and Metohija is unacceptable act of breaking territorial integrity of sovereign and internationally recognized state of Serbia and it is against its will and constitutional system. This is the act against the Charter of the United Nations and the Resolution 1244 of the United Nations, and like that, it must be internationally rejected and unrecognized.

2. The Republic of Srpska does not recognize and it does not accept one-sided declaration of Kosovo and Metohija`s independence.

3. With full capacity of its representatives in mutual bodies, the Republic of Srpska will not allow any body of Bosnia and Herzegovina to make a decision on recognizing or establishing inter-state relations with one-sided declared independent Kosovo.

4. Respecting the Agreement on special parallel relations between the Republic of Srpska and the Republic of Serbia, the Republic of Srpska expresses its full support to authority bodies and people of the Republic of Serbia in their efforts to keep territorial integrity and sovereignty of their country overall territory including Kosovo and Metohija.

5. The Republic of Srpska invites other countries as well not to recognize one-sided declaration of independence of Kosovo and Metohija. The announcement of recognition of one-sided declared independence of Kosovo and Metohija by some states and members of the United Nations would represent a dangerous international precedent with unpredictable long-term consequences, especially in the region and Europe.

6. By recognizing one-sided independence, countries that are members of the United Nations would accept new interpretation of the Charter of the United Nations and the new practice in the international relations. According to this, rights to self-determination, on the part of the territory of the country that is the member of the United Nations, are expressed by majority willingness of local inhabitants, and even with the resistance of parent country, it is of a priority over the respect of territorial integrity and sovereignty of internationally recognized countries and it deserves the international recognition.

7. The Republic of Srpska invites international forces in Kosovo and Metohija to guarantee peace and safety to the people in Kosovo and Metohija, and they should not allow violence or any other form of pressure from majority of Albanian inhabitants.

8. The Republic of Srpska is ready to offer economical help to the Serbian people in Kosovo and Metohija.

9. The citizens of the Republic of Srpska have legitimate rights to express their discontent and disapproval of one-sided declaration of independence of Kosovo and Metohija. Any incidents, provocation or violent acts would only bring damage to the Republic of Srpska, its political stability and unity, and would therefore present acts that are directed against the interests of the Republic of Srpska.

10. All institutions of the Republic of Srpska function in their full capacity, they are
aware of their responsibility and obligations and they would lead politics in the
interest of the Republic of Srpska and all its citizens.
