Academic Rajko Kuzmanović was born
in December 1st, 1931 in Čelinac.
EDUCATION
Academic Rajko Kuzmanović finished
primary school in Čelinac, and High School in Bosanska Gradiška
in 1950. He completed the Teaching High School in Banja Luka in
1954. In 1964, he graduated from the Faculty of Law in Zagreb
and therefore became the graduated lawyer of the administration
department. In 1973 he graduated from Faculty of Philosophy in
Zagreb as he then became the professor of pedagogy and sociology.
In 1977, he completed postgraduate
studies at the Faculty of Law in Zagreb. He obtained the Doctorate
Degree on the theme "Position and the Role of Temporal National
Assembly on DFY in constitutional organizing of new Yugoslavia"
at the Faculty of Law in Mostar in 1980.
LIFE PATH
All his professional life, Academic
Rajko Kuzmanović spent in Banja Luka. He performed different responsible
tasks: he was the head of educational service in the municipality
in Čelinac, the Speaker of the Assembly in the municipality of
Čelinac, Principal of the School of Politics in Banja Luka, head
of the Secretariat of Education, Science and Culture in Banja
Luka, member of Execution Board of the municipality of Banja Luka
and Secretary General of the University in Banja Luka.
Greatest part of his working life Academic
Rajko Kuzmanović devoted to the High Education and Science. His
cursus honorum passed in usual way at that time at the University
in Banja Luka. He was the teacher at the Faculty of Law since
the time it was established (1975), initially as external collaborator-
assistant (1975-1977), docent (1977-1981), associate professor
(1981-1985) and a full-professor (since 1985). Besides his main
subject (Constitutional Law), at the same time he gave lectures
on Parallel Political Systems for fifteen years. From 1988 to
1994 he gave lectures on Philosophy of Management. He was a Deputy
Dean from 1979 to 1981, a Dean of the Faculty of Law in Banja
Luka (for three mandates- from 1983 to 1985 and from 1996 to 2000)
and a Dean of the Faculty of Business Economy in Banja Luka (one
mandate).
He was elected for the function of
Deputy Rector of the University in Banja Luka (one mandate from
1986 to 1988), Rector (two mandates from 1988-1992) and Deputy
Rector of Slavic University Magen in Moscow.
For a long time (for about 25 years) he was the head of Constitutional
Science at the Faculty of Law. Since 1983, he has been an executive
of postgraduate studies and therefore he prepared numerous generations
of Masters of Arts and several generations of Doctors of Philosophy.
He was a part-time professor at the Faculties of Law in Mostar
and Priština, at the Faculty of Philosophy in Banja Luka, at the
College of Interior, at the Faculty of Business Economy in Banja
Luka and Pan-European University "Apeiron" in Banja Luka.
He has been a member of the Academy
of Science and Arts in the Republic of Srpska, International Princedom"s
Academy of Humanitarian and Natural Science (Magen) of the Russian
Federation in Moscow since 2001 (full member), Balkan Academy
of Science and Arts (WAAS) in San Francisco since 2006 (full member).
He was the president, as well as the
member of numerous councils, commissions, managing boards, organizations
and sections. He was elected to hold several honourable functions
- head of the Board for University of Banja Luka foundation, Council
of University president, Educational and Scientific Council of
the University president, Educational and Scientific Council president
and Council of Faculty of Law president in Banja Luka, Scientific
Council Institute for International Law and International Business
Cooperation president in Banja Luka, president of Scientific Council
of the Centre for Political Studies and Research "Veselin Masleša"
in Banja Luka, president of Council of History Institute, Association
of University teachers and scientific cadre president in Bosnia
and Herzegovina, University Community president in Bosnia and
Herzegovina, president of Community of Universities of Yugoslavia,
president of the Association of Lawyers in the Republic of Srpska,
Member of the Council of Educational and Pedagogy Institute in
Bosnia and Herzegovina, member of the Council of Museums of Bosnian
Krajina, member of the Council of Radio and Television in Serbian
Republic of Bosnia and Herzegovina, member of Parliament in the
Assembly of Serbian Republic of Bosnia and Herzegovina, president
of the Community of Universities in Bosnia and Herzegovina.
As an eminent intellectual, different
political and governmental institutions in Yugoslavia and Bosnia
and Herzegovina have involved him into different governmental
and political bodies. He was the Member of Parliament in the Assembly
of SR Bosnia and Herzegovina (1961-1965), member of Commission
for Constitutional issues of Federal National Assembly of SFRY
(1974), member of Constitutional Commission for Revision of the
Constitution of SR Bosnia and Herzegovina (1990), member of Commission
for Constitutional Issues of the National Assembly of the Republic
of Srpska (1995-2000), member of Commission for creating the Constitution
of SFRY (1974), member of Commission for creating and altering
the Constitution of the Republic of Srpska, Vice-President in
the Council of Balkanian centre for research of local self-government
and member of the Council of Law in the Government of the Republic
of Srpska.
He was a delegate at numerous congresses
in SSRN Yugoslavia (1960) and Communist Association of Bosnia
and Herzegovina, member of Central Committee of Communist Association
of Bosnia and Herzegovina, delegate at congress of Association
of Trade Unions of Bosnia and Herzegovina and member of Republican
Conference of SSRN of Bosnia and Herzegovina. He was a judge (1994-1998)
and President of Constitutional Court of the Republic of Srpska
(1998-2002) and member of High Prosecutor"s Council of the Republic
of Srpska.
In teaching and science, Academic Kuzmanović
has been working for almost fifty years. Textbooks, numerous scientific
and professional works and reviews are results of his long-lasting
teaching and scientific work. He published twenty-one textbooks
and about two hundreds of scientific and professional works.

Academic Rajko Kuzmanović published
over two hundreds of scientific and professional works that were
published in domestic as well as in foreign magazines and publications.

Academic Rajko Kuzmanović significantly
contributed in creating Encyclopedia of Law (Modern administration,
Belgrade 2001) by defining numerous entries (republic, constitution,
property right).
He has been the president of Editing
Board for creation of Encyclopedia of the Republic of Srpska.
Professional and scientific
interests
Numerous scientific and professional
works show that scientific interests of Academic Rajko Kuzmanović
have been directed to the areas of constitutional law and political
systems, state management and governing, education and schooling
and many other general and social subjects. He has devoted his
attention mostly to it. He has been studying, besides specific
theoretical or practical issues, basic constitutional and legal
institutes and development of constitutional system and law.
He is also interested in parliamentary
and other bodies" issues, legal and political role of representative
bodies in constitutional and political system, constitutionality
and legality, theories of federalism, theories of managing, political
organizing and association, constitutional judiciary and judicial
systems in general, constituting, democratic institution, sovereignty,
electoral system, territorial organizations and local self-government,
human rights and basic freedoms, informing and education.
Awards
Numerous scientific awards confirm
high scientific reputation of the Academic Rajko Kuzmanović and
respects he has been awarded by, above all his contribute in the
development of science, for entire scientific, educational and
public work. He has been awarded by numerous highest governmental
and social awards: three orders of the President of the Republic
(SFRY)- order for work, order for military merits and order for
merits for people; President of the Republic of Srpska award-
by order of Njegoš as the highest order and Order of Honour golden
rays; medallion and charter of the University in Banja Luka, Konji
(Turkey), Katovica (Poland), Ostrava (Czech Republic), charters
of several cities, charter and gold coat of arms of the City of
Banja Luka, gold medallion of Čelinac, gold medallion of the Faculty
of Law in Banja Luka, medallion for scientific work "Veselin Masleša".
Rajko Kuzmanović is one of our most
eminent experts for constitutional law. Academic Kuzmanović is
the professor at the University of Banja Luka and Pan-European
University in Banja Luka. As an eminent scientist, he has been
awarded by the function of the member in the highest scientific
institution in the Republic of Srpska- Academy of Science and
Art of the Republic of Srpska since June 27th, 1997 and since
June 21st, 2004 as a regular member of the Academy.
He has been the Social Science Board
Secretary and the Vice-President of the Academy of Arts and Science
of the Republic of Srpska as well as its President since 2004.
Academic Rajko Kuzmanović has been
elected to the function of the President of the Republic of Srpska,
as an independent candidate, and as the candidate of Alliance
of Independent Social-Democrats, at premature elections held on
December 9 th, 2007.
